Guainía, Vichada, Chocó, Guaviare, Arauca Vaupés an San Andrés are impossible to get.
Bogota is in Cundinamarca. (D.C. is only used in some administration) Bogota is the capital city of Cundinamarca. For this reason Colombian regional flags are 32 not thirtiy three. I like you including too Ecuador and Uruguay in regional Counters.
Also Portugal in Districts but not in regions.
I Love Flagcounter and i created FC fans in flickr.

Some of the ones you have listed are not impossible i have
5 from Choco
8 from San Andres
2 from Arauca
and those numbers are only that low because my regional flags reset on the 25th of June, the 3 i have listed i have only got in the last few days.
Caqueta is not impossible i had that before my regional flags reset, there seems to be about 10 that are almost impossible, but nothing is impossible.

Very nice for Chocó, a friend has gone to Quibdó Chocó but the results were Cundinamarca.
For example now I am in VAUD (VD) Suisse (CH) but it says Unknown CH!!!
