set initial values for FC?
I have a 3-yr old web site with stats about country-by-country access. Is it possible to set the initial values of FC to reflect those stats?

No, it isn't really.
What you can do is to by-pass and use the Viewers value to provide how many visits you have had before starting flag counter. That is the only way.
