That explains why you cannot get Svalbard or Christmas Island - because when you phone people there, they tell you their ISP is from Norway or Australia. It also explains why St Helena is possible because they tell you they have their own ISP, Cable & Wireless based on the island.
But it does not explain why you can get UM - does it have its own ISP based on Midway !? Or your experiences with BIOT - the flag depended on which US navy officer you were in contact with.

If I remember correctly, Diego Garcia in BIOT has its own internal ISP, some officers have access to it, the others are connected through a satellite.

bes are now Caribbean Netherlands which would at the least be a regional flag for the netherlands
