...from UAE... Does anybody else have it? I haven't seen it in a single counter before.

Umm al Quwain is the smallest of the seven emirates, with a population of only 60000, therefore it is much less likely than the others. Businesses are also much more developped in the emirates of Abu Dhabi and Dubai.
