At MissingPortraits.info - then go to the About page FC worked for a bit then it stopped adding flags for many countries which i know have accessed it. Even the totals against the flags don't increment, tho the page count seems to go up by a couple every time I look.

Colin; your Flag Counter works fine. My visit from Germany was counted.
It is likely that visitors don't access that particular page and thus they are not counted. It might be helpful to place the code on the main page as well. You will see how the visitors quantity increases.

I did the following:
1. Opened the link you provided
2. Copied the code you have written at your post
3. Saw a perfect flag counter.
The three images you refer to are not what the flag counter code creates. That are flag counter images they use to built up their site properly.
The flag counter should create following counter which is yours

I uninstalled my java and reinstalled it.
Now I can see the images.
Not sure what happened but something was blocking the flagcounter.

Now I can see the images.
