I don't get it...
... today I had a visit from Pardubice Region/Czech Republic - which supposingly was my first visit from there.
But: It's not shown/counted in my list of countries/regions - although it is shown in my visitor log:

As holland25h has pointed out, this was not a new visitor to your site. Therefore their visit does not add to your flag count. Their previous visit may have been from a different region or country, or from before we collected regional statistics for the Czech Republic.
