Well - this poll wasn't as popular as I anticipated it would be, but we have a tally.
A total of 6 members submitted "valid" entries. Valid is defined as a list of 10 geographic entities that were ranked. I did not attempt to verify if the entries themselves all existed as FC flags, as I don't know how to do that and I wasn't willing to put in that effort if the voter him/herself wasn't.
The six members who submitted entries were: Marmei, scr09, Kyosuke, BankJust, Lucasf, Mathcap.
The rankings (with points)
1. British Indian Ocean Territory (36)
2. US Minor Outlying Islands (28)
3(Tie). Nauru AND St. Martin (23)
5. North Korea (22)
6(Tie). Antarctica AND Vatican (17)
8. Tokelau (11)
9(3-way Tie). Bouvet AND St.Helena AND Guam (10)
Notes:
- There appears to be some controversy in the thread as to whether all of the above "winners" actually exist as FC flags (re: Tokelau, Bouvet)
- One participant's list (mathcap) submitted 10 countries that did not overlap with any nominations found on any other user's lists.
- Because of the above point, no country was found on all 6 entries.
- Only 2 countries were nominated on 5 out of 6 ballots (BIOT and North Korea)
- Bouvet and Guam succeeded in making the list in a 3-way tie for 9th place by being the 1st-place nomination on their respective ballots and thereby earning 10 points. Neither entity was nominated by any other member.

Just a reminder. This is a POLL. It shows what people only perceive to be the rarest flags, but the rankings therein don't represent the rankings in reality.
Again, below are my rankings based on the approximate permanent population (in parentheses), internet infrastructure, as well as the registered number of visits from a territory on Flag Counter's flag counter (in brackets). All these are valid Flag Counter flags.
1 - Bouvet Island (0) [0]
