What we are trying to determine is the top 10 hardest flags to get by anyone, not necessarily your last-10 flags. Afterall, we could argue that flags you haven't got yet are harder to get than some of the flags on your list.

If there were impossible flags, why would flag counter have them? Even if a territory has a permanent population of zero, it doesn't mean that someone can't land there and visit your site in the future. Even Bouvet Island, which is uninhabited, has 6 internet hosts as of Dec 30, 2010 according to the CIA World Factbook.
