I think the wording is a little ambiguous re the upgraded Flag Counter Pro. What it actually means is that if you upgrade to FC Pro you are able to collect Dutch and other countries regional flags, just like the USA and Canadian flags free members can collect. You must pay for FC Pro, there is no such thing as a free one 
It is certainly worth upgrading, it does not cost much and lasts a year.
