Pageviews are added on each click, while visitors are unique.
Visitors only added when an unique visitor visits your site. If they are returning and still has the cookies to your site, it will not be counted.

There is no 'procedure'. This means that 31 different people have viewed your site from 7 different countries. These 31 people have viewed it 97 times.
