It does not matter how many people leaves there.
For a flag to show, the first step is for that country to have a ccTLD. Sealand does not have it, and it looks doubtfull it will ever get one. So, I think we´ll never see Sealand flag.

Small difference....
Bouvet island IS a recognized territory....
Sealand IS an UNRECOGNIZED (puppet) nation.
If we had to iclude Sealand then we should also include far more important unrecognized nations, like Somaliland, or other territoriers/entities who proclaimed unilateral independence, such as: Abkhazia, South Ossetia, Transnistria, Nagorno-Karabakh, Northern Cyprus and the Sahrawi Arab Democratic Republic ;-)
