I really think its a visitor from United States Minor Outlying Islands,but it has an IP of an Unknown American State /=

The "mystery state" was a US Armed Forces visitor. These currently go under "Unknown" but for a brief time they did not.

Is it a millitary base in the US or out of the US ("United States Minor Outlying Islands")?

Outside the US, all internet ISP's that the Military use 'on' base for personal usage like in the barracks are normal internet providers and will count as the state they are in. Though i have found that for example on Okinawa japan it normally shows up as japan but sometimes will count as a US state, it all depends on how they are connecting.
