Have you checked the maximum number of flags you have set the flagcounter widget to show? How do you know it is not counting new visitors from countries whose flags you already have? Maybe they are previous visitors visiting again (which will not be counted).

Re: My flagcounter doesn´t show the new flags with 1 visitor
The only explanation I can think of is that these visitors may have set their browsers to not load third party images. Then, the flagcounter image will not be loaded by their browser. The loading of the image is what tells the server that a new visitor has visited your site. If the image is not loaded because the user prevented it from loading (or they stopped by your site for a very short time and the image did not have time to load), then flagcounter will not count them.

It may be the same. They did not load the images, or did not stay long enough in your site.

You can not control the settings in your visitors' browsers. If they choose not to load images, there is absolutely nothing you can do about it. Similarly, if they choose not to stay on your site for long enough to load the image, nothing can be done about that either.
