According detail from "World Expo" or "The World Exposition" this year there is 246 Countries participation for this event.... plus 5 unknown total will be 251....

You cannot get Bouvet Island because it is uninhabited. I wonder why an uninhabited island would have its own flag? Antarctica is also very difficult to get, all the outposts such as the Australian Mawson base and Macquarie Island register as an Australian flag - I imagine that other countries with Antarctica bases are the same.
