I just wanted to post that the rainbow is the Jewish Autonomous Oblast. It was a good riddle. The above one is from Canary Islands.

I don't recognize the flag but I would still like to contribute to the game, which I am enjoying! I learned a new word today. Many of you more experienced Flag Counters will recognize this word, but it was new to me. This new word came up in a discussion aired today on American public radio. Some people in the state of Utah are interested in changing the state flag because the one adopted in 2011 is too "busy." The word of the day is vexillology: the scientific study of flags.

President's flag => Convention of the CISV (Lucca, 2001)
The flag corresponded to the civic (coat of arms) of Lucca, with the addition of a "fan" divided into seven yellow and green segments that indicated the number of the conference, formed several times the initial V and recalled, thanks to the curvilinear design, the emblem of CISV". It was during this Convention that this "President's flag" was created.
 

Makes me think of UK, Wales etc...
