I'd assume most Pacific Islands, especially Nauru, Tokelau, and Tuvalu. Also North Korea, Somalia, and flags not on the "Country list" (ex, Antarctica, Pitcairn Islands, Cocos Islands)

Netherlands Antilles is the most difficult. You need to use "unconventional means" to get most flags you mentioned, but there is rule #10. Somalia you can get from a proxy every day.

I did two flag counters. For me the most difficult flag to get (country list) was British Indian Ocean Territory, in both of them!! Please if someone knows how can I get it, let me know by private message. Thanks
