Hmm, I think it will be Western Sahara cause they don't even have TLD 
so no flag for a few more years..
St. Helena & Mayotte are the most difficult, not because of lack of internet users but limited IP range.

I think the easiest ways of getting flags from Africa is to visit and leave them people shouts Last.fm. That's how I've gotten most of mine.
