O.K. I will answer you about Greece: all Greek regions are in international version in Greek language, without any mistakes etc but in Latin characters, otherwise it should be impossible for nonGreeks to read the names. In English version they are in English names. I suppose the same is with other countries!

not for all countries, for example for Slovakia: Kosice instead of Košice, or for BiH: Brcko instead of Brčko

also, it's more than just š and č: San Luis Potosí, Bolívar, Muş, Karabük, and Çankırı for example
