Sir, I think you mixed up Daugavpils district with Daugavpils, and Ventspils district with Ventspils. Those 2 districts used to be incredibly hard and now the cities are

Ignore it. At least people will have a higher chance to complete LV now that the 2 hardest previously available regions are fairly easy to get

At this time I am not seeing any Hungarian hits coming through with the city of county right ISO codes, so I don't think there is an immediate need to switch over.
The current 25 region division remains accurate:
the cities of county right, often called urban counties, have extended powers but are technically not independent of the counties. (wikipedia)

That makes 20 regions altogether though. There are 23 cities of country right which means we should be able to collect 20, not 25 regions. What a mess this is

Debrecen, Miskolc, Pecs, Gyor and Szeged are urban counties and they count. This is weird.
