How about Brunei or Singapore as next countries?
Neither of them has FIPS, but they both have ISOs (4 and 5 respectively) and ALL their regions are alive and fairly easy 
Or Bahrain or Oman? They both look okay, but I'm not sure if all are alive.
Ooooor Madagascar, Zambia, Rwanda or Lebanon?

Taiwan has 18 ISOs, out of which 9 seem to be dead. Not a good choice at all

I spent 3 days checking Moldova and it looks like at least 30 out of 37 regions are available. That would be a very nice addition Even Transnitria counts.

So, to sum it up, Singapore, Brunei, Oman, Moldova, Madagascar, Tanzania, Zambia, Rwanda, Lebanon, Mozambique or Tunisia (the last 2 are a hit or miss though), please?

Moldova needs to be approved! Most of the regions are collectable! And all have a flag / emblem :D
