Kamchatka Oblast...
Kamchatka Oblast is not a place anymore, it got turned into in 2007, but we still can collect it. Why is that? Kamchatka Oblast:

We can collect both cause Russians are (...how do I say it politely...) not very experienced in FIPS assigning. Both the old and the new FIPS still count.
251/251 countries and 3,860/3,860 flags collected.
