Yeah, I was wondering about that... I'm positive that the "City of London" doesn't refer just to the one tiny borough in the London city centre.

Looking through my Visitor Log, I have a similar ratio of City of London visitors to Greater London as you do. In fact, I have more City of London hits than from all of Scotland (pop. 5 mln), so the "City of London" seems to refer to about 3/4 of the London boroughs, presumably in the middle, containing a population of about 6 million or so, whereas the area covered by "Greater London" has perhaps 2 million people.

Regardless, we may be sure that both areas refer to London.

That's all a matter of ISPs anyway... If they sign a FIPS of City of London to 90% of the whole London are, we will have thousands of city of London hits... It really doesn't matter anyway.

Yeah, after seeing how many counties Texas has, I'll have to reconsider that suggestion. In addition, they'd definitely have to make them collapsable (with a [+] toggle), and also make them unavailable to non-subscribers.

Although I think this problem would also apply to Scotland (which has 32 council areas) and maybe Northern Ireland (six historic counties, but 26 "districts").
