On the flag map, in the south western part of Serbia, is a region outlined with a dotted line.  Is this a seperate country? A region of Serbia? Does it have it's own flag? I've tried searching the web but have come up empty.  Can anyone fill me in on this?

I wish the flag map had the country names listed.  It would be very helpful.
