Thanks, Khackdrums, but no.  It has its own District of Columbia flag.  I also found it doesn't correspond to any country in my country flag counter as someone suggested.  Oddly, it showed up tonight with a March 4 date of visit.  Since I saw it at 8pm today, March 3, it must be coming from further east.  It might be some U.S. military base.  Since I learned that Bill Gates and Microsoft are firmly in bed with Big Brother, it doesn't make sense that it would be any form of intelligence agency spying on the web.  They can get right into our computers through access points built into Microsoft software.  Google makes it easy for them too.
