One is the old krai before the merger and the 2nd is the new one.

On 1 March 2008, after the union of the regions, in the subjects of the Federation of Russia - 83.
1. Permskaya Oblast + Komi-Permyatskiy AO = Permskiy Kray (it was formed on 01.12.2005)
2. Krasnoyarskiy Kray + Taymyrskiy AO + Evenkiyskiy AO = Krasnoyarskiy Kray (it was formed on 01.01.2007)
3. Kamchatskaya Oblast + Koryakskiy AO = Kamchatskiy Kray (it was formed on 01.07.2007)
4. Irkutskaya Oblast + Ust'-Ordynskiy Buryatskiy AO = Irkutskaya Oblast (it's was formed on 01.01.2008)
5.Aginskiy Buryatskiy AO + Chitinskaya Oblast = Zabaykalsky Krai (it was formed on 01.03.2008)

Best way is remove old "delete" regions from the "Missing region" list, but keep its record to everybody who already have it. I am wrote a time ago about this suggestion , but staff is ignore it

Nah, Russians is right. It should be kept in our stats, but removed from Missing Regions for those who don't have it.
