Why does s04 update sooner than other servers?

not only s04. sometimes some servers update after 5 hours or 5.5 hours and in the evening-hours GMT-time sometimes in 4.5 hours the re-visit. if you are in a group, so you can not always get every visit. i wrote about this a long time ago, but i got no reasonable answer in this forum.
