Small correction:
Dynamic or static, it doesn't matter, you'll only be counted once as long as you have our cookie.
If you're being counted multiple times, plain and simple, there's no cookie on your computer from us. Either your browser is not accepting cookies, or your cookies are being deleted (manually, or maybe your browser's configured to delete them when you close it. I've even seen "spyware" programs that mistakenly think all cookies are "evil" that delete them)

I have only one question : )
Does flag counter counts only registered members (for instance on myspace...) or it can locate also any unregistered visitor?

All visitors are counted. Their IP address is used to determine their country.
