In modern non-scientific use, however, it is generally not treated as a plural. Instead, it is treated as a mass noun, similar to a word like information, which takes a singular verb. Sentences such as
data was collected over a number of years
are now widely accepted in standard English.
I'm sure you have a nearby university that would be happy to offer an English course.

I had thought that there was some overlap in the old and new regions. But it looks like that might be possible.

There most probably is. The old regions are slowly fading away and they are being replaced with the new ones. Therefore we're getting tons of Unknown, Iceland flags.

@ jimctu no i don't think that is a possible solution in this case.......
they should be changed to the currently changing fips to enable everyone to collect a full country.
As it stand we have NO CHANCE of collecting 23/23
