Mr. Admin: what we are doing now with the old Kray? you offer FC pro counters with 93 regional flags from Russia and 1 region is the old Kray, twice in the list, and new customers like me can not get it. it can not be! new customers can so never complete the 93 regions of Russia.

you should argue with the Russian ISP's, not with the FC.
Tell them to stop using the new FIPS and get back to the old ones and your problem will be fixed.

Knowing that you a very clever guy I recommend to start thinking before asking sometimes.
The way you asking is very suggestive and one could really ask, what kind of answer do you expect?
Well as Holland listed that the new Krasnoyarskiy Krai also included Evenk, Taymyr ... so i was wondering if it will be possible again ... I suppose now all my Evenk and other impossible regions that were avaible in 2011/2012(march) are be added as Krasnoyarskiy Krai ...
