sometimes visits will fail to count due to various reasons.........i've just given you a ukraine flag.....all is fine !!

i have all the Ukraine flags, they are all available.....

and Astana, Kazakhstan will work as well....... the problem probably lies with your counter not fully loading..... if the visitor can't see your counter, you don't get a flag. This is a big problem for slow websites, or sites with a lot of images that take a while to load.
