They are all Oblasts
except Sevastopol Municipality, Kiev City and Autonomous Republic of Crimea

Kiev name should be changed to Kyiv oblast
because Kiev is the Russian name for Kyiv city
and now it's hard to tell which flag is oblast and which one is city 
because Kiev and Kyiv mean the same

btw, Ulynovsk and Kiev names are wrong
I strongly suggest to open a new topic for that issue.
I think the Kazakhstan problem is solved now. See post 2.
