okay, instead of quoting the same thing for the third time, I'll try to rephrase, he is part of us navy and he has lot of friends in the same "business" so as You might heard US Navy operates in lot of places and "own" lot of different vessels so as they are communicating between each other..... hopefully no need for further elaboration...

Those are among the hardest flags to get, and most of them are regularly visited by the US Navy.

I guess BIOT is available on diego garcia, thats smething I can ask from him personaly, he was there already many times and since he hate the place I guess he will spend lot of times online lol

Remember that military tend to use their own internet servers and ISP's etc.
