I've been keeping an eye on this thread for a while now, and I just wanted to voice my support;
In my honest opinion, the only two competent and logical choices for regional support are China and India. Most of the others, like Thailand and the Philippines have too many regions. This would make completing the collection difficult. As with other countries, especially those in Africa and some parts of Asia and South America, the percentage of the population with access to the internet is very low, and thus it would make less sense investing in regional support for those countries.
I agree with holland25 and jimctu.
I disagree with LICA and Bailon.

these regions from Russia don't exist anymore:
Permskaya oblast, Kamchatskaya oblast, Chita, Aga Buryatia, Ust-Orda Buryatia, Komi-Permyatskiy AO, Evenkiyski AO, Taymyr, Koryakski AO

I would add another thought on this:
Why should something you collected get removed? if regions are not existing anymore, there will be no more visits - okay.
Just like Netherland Antilles: someday we will get St Maarten and Curacao instead, but that's no reason to delete my 20k AN from my flag counter, if that would happen, I would get really mad...
