Alright, so I found a reason for impossibility of the impossible regions. Since Revolvermaps show also cities, I checked Croatia, Chile and Russia and found out that Arica from Chile (the capital of Arica y Parinacota) counts as Tarapaca, Valdivia (the capital of Los Rios, Chile) counts as Los Lagos, Zadar from Croatia counts as Zagreb Province and Nazran (the capital of Ingushetia) counts as Chechnya. Why is that?

...and all the other cities and towns in Minsk Province, Belarus are counted as Minsk (City).
