Kyiv is in Ukrainian and Kiev is in Russian

Kiev is a city, Kyiv in an oblast. I've got 77,234 visits from Kiev.
Holy shit, hold on a second. Kiev is an oblast. That means I still don't have a flag of Kiev (City)?
