You have Pitcairn Islands and Norfolk Island on your list - these flags are not possible as both islands have Australian ISPs.

Well, according to these articles...
... Kosovo seems to have the most chances of becoming the next flag on FC. It has more elements of sovereign country than Taiwan, and Taiwan flag is already on FC.
