Antarctica and the United States Minor Outlying Islands do not have a permanent population, but they have IP. Why?

Territories such as Antarctica, United States Minor Outlying Islands, French Southern and Antarctic Lands & South Georgia and the South Sandwich Islands. All have research stations and populations of scientists all year round. Ips for these Territories are from satellite communications. Service providers can register IPs to almost any country. Making these territories practically impossible to collect. Most hits on FC have been from VPNs.

Western Sahara, Svalbard, ​United States Minor Outlying Islands, ​French Southern and Antarctic Lands, Norfolk Island, ​Georgia and the South Sandwich Islands & ​Tokelau have all had new IP ranges assigned to them. Making them a little easier.

If you are a new collector 248 is the highest number you can collect, even though 250 still have IPs. (2 are inactive and currently, cannot have new IPs assigned to them)

I think they didnt add CC and PN because they have less population than 1000 People. All other countries and dependencies have a population higher than 1000
