If I upgrade to pro...
...will the regional flags show up from people that have already visited or will it start from scratch?

I realise that, but just because they're not shown doesn't mean the data isn't there. The info could be available but hidden. That's why I asked.

Regional data will be not available until you upgraded to pro, independent whether the data of your previous visitors has been stored in the database.
The collections of regional visitors will start from scratch in any case as holland25 stated correctly.
