OK, sure but it doesn't appear in the dropdown list, which I believe is what everyone else is referring to.
You can also filter countries that don't exist.

the filter also counts the regions for Kazakhstan visits before regional was added to Kazakhstan

Meh. If regional flags are added, they always appear on the pre-addition visits. They just don't count.
251/251 countries and 3,860/3,860 flags collected.
