Can a flag counter adds up the old visitors
what I mean suppose I have a record of thousands vistors before installing flag counter would it be counted by flag counter

No, there is no way to do that.
Flag counter will start from "zero".

If the flag counter will not add old flags, Can I manually reenter those contacts for the counter to show?

Their visit will be registered. You must ensure that they allow the flag counter image to be displayed.
