View all Flags...
Depending on the design of the template of your site you are limited to displaying flag that will only suites the spaces provided on your template. Showing All flags are limited. I guess view all flags with scroll down to display some of the flags not listed due to space provide by your template is limited. It would be a nice addition to this nice stats counter.

That is a problem of your template and you can set up a scroll button by yourself.
It is not a flag counter issue.
