Actually a right answer to this topic would be:
#1 You need own website/web page where you can put your flag counter.
(If you don't have own website or page, you just copy and paste your flag-counter URL to your signature. (URL you will get by going 'GET YOURS!')
#2 Edit your signature: It has to include your flag-counter URL, or web page.
#3 Post a topic to request flag section.
#4 Enjoy your flags
