How someone is counted in the Flag Counter
You refer that <anyone who views your Flag Counter image has already been counted>
What do you mean by <views> the image and which <image> you mean?

Views mean if the visitor has fully loaded the flagcounter image. If they do, it will count an additional unique visitor to your flagcounter. the image is the flagcounter you put in your site.
But remember that flagcounter only counts unique visitor, meaning that as long as the visitor still has the cookies to that site, flagcounter will not count 1 more visitor
