So what is really going on? How is one user receiving million hits, is it a popular website receiving such amount, maybe PyeongChang official site?

This issue should be resolved now.
Until kiwi kiddo crashes the server again! 
First time he spammed like there's no tomorrow, you blocked the site, not the user, so he found another target.
He spammed like maniac again and what you did - let him go again and block another site.
He won't learn and stop, so maybe in the future stop blocking sites but block the user.
By the way, he's spamming again.
