Krasnoyarskiy Kray is listed twice in FC pro
The region of Russia Krasnoarski Kray is listed twice in some FC pro. New FC pro Counters like in my case can not get the old Kray anymore?

Again?
One of them is the old Krai, with the old FIPS, which you most likely will never get. The second one is the new one (the one that now includes Taymyr and Evenk), with the new FIPS.

So i will never get Evenk?
Most probably no. It's become impossible in June. 99% of Evenk IPs register as the new Krai.

Russia is with 93 regional flags with the old FIPS of Kray, which new pro counter customers likely never will get?? then can never get new pro counters their possible 93 regions? it can not be true?

Yes, exactly. You can get 88-90 probably (you most probably won't get Krasnoyarskiy Krai, Koryakskiy AO Aga Buryatia, Ust-Orda Buryatia, Permskaya Oblast and Komi-Perm).
EDIT: And don't even suggest a removal of the ones you can't get. Getting most of them was a pain in the ass, and they CAN'T be removed.

then FC should not offer in the case of Russia 93 regional flags to new pro customers. nobody of the new pro counter customers can complete Russia in the future. great offer! 
normal, you take an old model from the market (old kray ----> new kray) (92 form Russia)
