1. Try to ask the Falkland Government or tourist board.
2. No idea, I guess I got it from marine contact.
3. see my list of open flags (pls note that we have Caribbean Summer and it is likely that they make 24hrs siesta)

In flickr Falkland group it is possible to get contacts in FK.
Some american flags are difficult to have. Even Haiti, Belize or Cuba.
