Visited from Germany but not counted. Do they use a service provider that use a proxy? That could be the reason why all the visits from Russia, Spain and Germany etc. have not been counted

Well, reset means reset.
You have been informed accordingly "Are you sure that you would like to reset all stastistics to zero on this Flag Counter? All historical data and flags will be lost."
and you confirmed it by typing "reset" in the check box.
There is no way back. It was your decision.
In Germany we would say: "Ein bisschen schwanger geht nicht."

No, it will block the counter portrayal on other sites than specified. Flags/regions which have been collected will remain unchanged.
You should refer to the FAQ to see how to make the "allowed sites" settings correctly.

Well, we have had that issue with automatic crawlers. You may limit the crawler search by editing the robots.txt on your web space/server.
