I am looking into what may be occurring here. It does seem that the remaining counties have small populations though.

Seems that revolver map counts correctly.
for example, sopron city, is counted under Győr-Moson-Sopron county.
The same may be ocurring with Flag Counter.

Yes, it very likely seems to be a case of overlap and there are not really 43 available.

What are the 43 regions exactly? I thought Hungary only had 19 counties and the capital Budapest.
