My Blogspot Site is Banned in China - Why do I get Chinese Visitors?

Not a lot of visitors, but there's been a few from China.

Blogspot webpages, more than any other user-contributing site on the web, is subject to government censors (re: discussions regarding Egypt, Tibet, Taiwan).

I've had a few visits - and they've looked around for info (so they aren't likely the government censors themselves).  As far as I know, the visits aren't proxies either. 

So why can my blogspot be seen in China?

Here's more info:

East-china Teachers College (218.78.226.135)
Shanghai, China, 7 returning visits

So maybe all the visits have been from this one site.

So what does that mean, if the server is in Australia?  It means the person is from China and using a proxy server?
