Wikipedia writes that in 2011, Finland has 19 regions. According to the counter flags are only 5. Why?

Cause FIPS only lists 5. And if it was converted to ISO, we would have to start from the scratch.

My FC writes about visits from Finland: all regions 5, you have 2, you do not have 3, the list of missing 4 region. I do not understand this arithmetic.

Alands are hidden, cause they have a separate ccTLD. Therefore their FIPS code doesn't have any IPs assigned and is non-collectable.
